When pluging the WX45 into a computer via USB, both Windows 7 and XP do not recognize the device and finds no help on line. Suggestions?

Inserted the T-Mobile SIM into the Consumer Cellular Mototrola WX345 and on power on, it ask to enter the SP Code. Who provides the SP Code; ConsumerCellular or T-Mobile?
