Developer behind Sn0wbreeze jailbreak tool,iH8sn0w is working on an upcoming version of Sn0wbreeze since quite a while.He has tweeted that the upcoming version of sn0wbreeze i.e. sn0wbreeze 2.2 preserves the iPhone 4 baseband. Sn0wbreeze 2.2 is much like a PwnageTool for Mac.This is a good news for iPhone 4 users as they can update their firmware without updating the baseband. There is no tool available to unlock iPhone baseband 02.10.00 (for now).
TinyUmbrella was able to do this trick on iPhone 4 till iOS 4.1, but a baseband version requirement from Apple has killed it in iOS 4.2.1, making TU unable to exit recovery mode.
In reply to a user asking if Sn0wbreeze 2.2 will be able to preserve Baseband 01.59.00 on iPhone 4 while updating to iOS 4.2.1, iH8sn0w confirmed with a ‘Yes’.

As of now there is no ETA of Sn0wbreeze 2.2, but iH8sn0w plans to soon roll out Sn0wbreeze 2.2.But we expect it will be available soon.
